The problem ATM is you don't have an easily identifiable group to say are at higher risk for Pancreatic Cancer (other than maybe age, family history, overweight, smoking) so it isn't a very compelling proposition for governments fund all the people who are in the group for screening.

Diabetes is a risk factor as well - but success here would create a clear clinical group of people to test who are in the highest risk category for Pancreatic Cancer - hence more likely to get support for a fully funded screening test over the long term.
