"The contract is a cost-plus monthly reimbursement arrangement. PolyNovo will continue to contribute to the trial through the provision of product, employee resources and infrastructure support." so, the way I read it, they are incurring a small loss on products supplied to BARDA. Well worth it in the long run assuming it's a success though.
