That is not correct, to be correct your statement should be conditioned by adding the following : "before refurbishing"

The plant under stratmin management was capital equipment starved (due to lack of access to financing), it was like running an old car with many technical problems and the car breaks from time to time, while the owner is broke and can only do little mainetannce / buy low cost-low quality parts.

After refurbishment (which will be commpleted by q2 2017), the plant will be able to do EASILY 6000tpa+. The main bottlneck was the drying circuit, they are now building a completely new drying facility capable of achieving 12.000tpa.
