I was thinking the same thing.
That happened after Fukushima but I also think the reasoning they had at the time was that by doing business with Russia they could guarantee peace through business.
That thought process has been as massive tenet for German Diplomacy over the past 50 years but Putin's actions have contradicted it. This is why Olaf Scholz has decided to increase the Bundeshwer's budget by 100 billion euros
