This is a pretty reassuring update. It makes the necessary caveats about possible Covid delays, but reading between the lines, all the hard work has been done. It's great that the ESS has been completed and approved, and that the PSA has been drafted (meaning the terms aren't still being thrashed out). This means that there isn't really anything that Covid can do to delay things too much - no travel or site visits required to get this submitted to the MIC and then approved. No obvious hold ups means that I think we're just waiting for the relevant authorities to read and sign off on the documents, so that it can be submitted to MIC. I assume this is the reason for JL's very confident tone in his closing comment.
