Youre correct they dont "own" the land. They dont own anything. Thats their way. Its a possesion less culture.
What they do have is "connection" to the land something most westerns dont get.
its akin to telling the pope we want to melt down his holy cross for the gold it contains and he doesnt get a say in it

I had a conversation many years ago with a traditional owner in the Pilbara region around a proposed IO mine
It went like this

me: Does it bother you that we're going to dig a great big hole in your country side.

Him: no not really, we were here long before you and we'll be here long after you've gone. We just want to protect what means something to us in the mean time
