Tests are done on a two year rolling basis to minimize radiation exposures, i assume then that half the patients are spread on subsequent alternate years. But he clarified, that it is 2.1m tests PA. (so would need to then have 4.2 m patients approx taking up the screening ) but also stated that the eligible pool is 4m PA. Now how many more will just want the blood test when it is available on its own ?
