Mac - thanks for pointing out these 2 documents.
Basically on reading them there appears to be 2 major take aways.

1/ Mardie is in the middle of a 2 yr project of deliverables in relation to impact on habitats. Supposed to be finished in 2025 (started in Aug 2023 after several significant timing delays from 2022) so I assume as long as they are delivering the yearly compliance reports and addressing areas of noted non-compliance they can keep going with "most of" the build because they must be starting to build items in the Optimised Mardie Project footprint.

2/ The GMMP Mardie says has been provided (some time ago) however no one at Federal level EPA or DCCEEW has approved it and that is why seawater is not flowing. What I am trying to understand is what is holding up that approval. Hopefully it has nothing to do with the 2025 date because that would have a material impact on shareholders. i.e. a requirement for that deliverable to be completed first.
The Benthic deliverable component is now approved so that is a big one across the line.

This blame game you mention must have some specifics attached stopping the GMMP approval.
Do we have any idea what those "missing" pond filling guarantees are if Mardie is saying out of their hands since below appears to be the list of what they have to meet to get approval...........remembering as far as they say, they have submitted the required document.
The next yearly Compliance report is not that far away (circa Apr/May) - so if nothing else that might make things a bit clearer if today we do not know.

    **************************************
The approval holder must submit a Groundwater Monitoring and Management Plan (GMMP) to the Minister for approval.
The approval holder must not commence operations until the GMMP has been approved by the Minister in writing.
The approval holder must implement the approved GMMP.
    The GMMP must:
    a. be consistent with the Environmental Management Plan Guidelines.
    b. include the outcomes of the Mardie Project Groundwater Memo that is to be implemented, which specifies the locations for the monitoring bores and specifies the modelling to be undertaken to inform the GMMP in order to prevent impacts to the Mardie Pool, terrestrial, intertidal and subtidal protected matters and habitats (the Groundwater Objective). The outcomes of the modelling proposed in the Mardie Project Groundwater Memo must be
included as an appendix to the GMMP.
    c. include the information required under condition 3-4 of the WA Approval and how the Groundwater Objective will be met.
    d. present additional measures based on the outcomes of the modelling undertaken as part of the Mardie Project Groundwater Memo that identify further impacts that may result on protected matters within and/or outside the development envelope.
    e. include the details of a review of the draft GMMP by an independent suitably qualified hydrologist and how the recommendations of the independent suitably qualified hydrologist’s review have been addressed and resulted in changes to the GMMP.
