Maybe Mill/Tolling agreements are hard work at the moment with price of gold. Having a partner close is definitely advantageous for both partners. I would think from the article the council increase is hurting a company with not much revenue. Not that I can see the revenue of Blue Tiger or Corinthian but articles suggest they have done some deals over the past 10 years that have sold off sites.
