The underlying message in this announcement is that the 22,000 ordered in 4Q FY21 and the 33,980 ordered in 1Q FY22 are not sufficient to fully supply (invoice and ship) Zoleo in the 4Q FY22, when most of this new order will be shipped. There is normally about 2 Quarters of delay from ordering to shipping, so there should be over 60,000 units (22,000 + 33,980 + 9,000) shipped in the last 3 Quarters of FY22. On Veecat's numbers, which I have not yet checked, that's an extra $30M AUD in ongoing high margin revenue to the JV once being used.
