My point is that, under a tolling agreement (which is LNG's preferred strategy), Bear Head wont need an export licence (for US to Canada exports), because moving gas around and getting it to Bear Head is the responsibility of the gas supplier (the gas supplier will need the licence/permits). So either DOE will allow for the permits/licences to be transfered, once granted, from BH to the gas supplier, or this represents a departure from the tolling strategy (or maybe it's simply a negotiation tactic).
