It's not just all the design and drawings, and simulations as mentioned above, but keep in mind that this is all very unique, so there's not as much to copy from. What do you pay an architect and engineer to design a bespoke house, multiply that by one thousand for something that requires simulations, has to work with high temperatures, large trucks coming through, chemicals and gasses around heat and the change to the structural properties with these as well as corrosion risks, ridiculous electricity usage, fire and evacuation safety issues, planning for 24/7 work loads, planning for maintenance without things going offline, it would be endless and incredibly time consuming and detailed. Then it goes for a third-party review, safety in design workshops, and things get noticed and there are iterations of all of the above. Also keeping in mind that engineering is in short supply at the moment around the world in the post-covid industrial projects and renewables boom, so add another 20% to whatever you'd think it should cost!
