Yeah - exactly - this is Steve Quartermaine from PRU saying that PDI's assets are worth 21c per share to them, probably among the smartest and most capable and experienced African gold miners out there, if anyone knows what ounces of gold in the ground is worth its them. So if Steve Quartermaine says this is worth having at 21c per share (for an effective blocking stake for PRU) then its lights out for any other interested party unless they have an offer that is better than that. Its a place for PRU to park their spare capital and have a nice cheap call option on all the gold in the ground at Bankan in the future. If there is another interested party in acquiring Bankan or indeed in just doing a deal with PRU somewhere else in Africa then it may be that this blocking stake becomes part of a wider transaction or deal that suits the other party and PRU.

Mr Market has realized that Steve Quartermaine knows more about PDI's ounces in the ground at Bankan than Mr Market himself hence why PDI is now trading in the range that it is now.
