Lack of liquidity, and a good portion of shares are held by insiders. I tend to think the holders in the know accumulate during these sideways periods, as it's held 1.70 for months now. There isn't much interest in the company because it's NZ-based, so doesn't get the publicity, and lots of people would overlook it being in the translation sector (my guess). It seems to move up quickly when it does though.
