The short sell order ID would do more harm than good. It creates more chaos and instability with the trading any shorting stocks.
In that case, shorters can use many shorting order ID to their advantage, intimidating the market, especially with the stocks trading on low liquidity.
Would you buy BLY if you see a dozen short sell orders today on the market ?
