It's just an opinion from that 1-post member, imo.
Hard to imagine MCQ turning around and placing (on-selling) all (any of?) the shares since that block trade at pricing greater than the market is currently paying. That is, unless the on-sale buyer is LT contrarian money that's happy to pay overs (69c) in the belief that the current SP is only a ST blip or until MCQ can massage the SP back above 69c.
Whatever the case, any subsequent placing >43m shares by MCQ (i.e. 1% of SOI) in the near-term will trigger disclosures from them, but not necessarily from the buyer, unless that buyer crosses the 5% (~215m) substantial holder threshold.
