That is true, to an extent. They are not allowed to Trade if they have information that is not publicly available that if it was released could affect the share price, regardless of if it is in a Trading Window. For example preliminary results of surveys or drilling. As a CEO you would not risk getting caught doing this, jail would be the least of your worries.....
Don't get me wrong, I hope to hell he does know something, I have a significant holding....... Just pretty sure he is doing the maths like the rest of us and saying she's a good place to park some cash!
