This is just a loose association with no agreement that anyone in it would vote in a particular way. It would not matter if it owned over 10% or even over 20% since it is not a blocking group with everyone voting the same way. If someone makes a reasonable offer some will accept and some will hold.
I have no problem with its existence since there is a lot of common interest but they would only be in agreement up to a point. Anyone can, and some will, opt out at any time. I just hope they DO NOT make a nuisance of themselves to distract management.
