PF a Prime Broker arrangement is when a Hedge Fund (or corp client) trades through a broker (generally an IB) who allows them to leverage off the balance sheet of the broker and provide margin for their positions rather than trading fully in cash. Depending on the agreement and client etc they will provide certain services which also can include obtaining stock for the client to short (as naked short selling is not allowed). The client will pay the broker interest on the short position as well as paying other fees for the right to trade on margin etc.
