    With Citi being a bank maybe we can get them to buy out the current debt mess for 60 cents per dollar, now that would be worth a comment.
    Otherwise perhaps, "thanks Citi for your support of this long term restructure proposal, please do not spend your dividend in advance".
    Maybe they're positioning themselves for the next raise via rights at 6 cents.
