I doubt it's manipulation. Oil is down. Price has collapsed over 90%. The track record is abysmal. Plenty of people will have been waiting for the excitement before the drill results to get an exit (that's the most reliable way to get a good price with PYM if history is any guide). I paid an average of well over 10x the current price.
The price makes perfect sense to me. If you think the value is good, load up.
