Might be the case but the main fact is there are just no new buyers , management are not able to convince the market to pay more than what they themselves think it is currently worth 4.5 cents . The market will now need to see evidence that value has been added before a rerate is given . If you do a CR at a low price then that is the value you are assigning to the asset it is now up to management to show the market why this is no longer the case through increased sales and a cash flow positive balance sheet
