The notice only relates to the shares that are going into voluntary escrow. MLX had the same amount in escrow from when they assisted with he reverse takeover capital raise. They have simply re escrowed that stock and not the balance of their stock which they still hold. That will become clear if a new top 20 is issued but I'd put money on them not selling any of their shares.
