Section 13.10 - Freeing the offer of Conditions. They have followed procedure as set out in the Bid Document.
Going unconditional before achieving control is a common occurrence. In this case they 'had to free the offer of this condition before Friday' or else they risked opening up the ability for people to withdraw, see Section 13.5 (2)
It's a complex game, but they are playing by the rules.
