Because there is value in it and he can get it on the cheap and DDT have international reach as well. All he needs to do is buy enough stocks to get on the board and he can do whatever he wants with it. Coupled with a successful website there's potential in the combination of data dot and stolen bikes. In an case it's the only movement in the share price that I have seen in months. Its interesting.
