HRL is on track and its performance is not disappointing, recouping the losses due to regulations change. the company is managing well and business is steady and that is perhaps the issue - because it is moving on steadily. Market always expect news and big actions like afterpay or ISX - in a positive or negative way. My research shows HRL is below its fair value though, it should be around 16c - if there is a positive news it will touch 20c.
