They only have to declare their position as Becoming or Ceasing to be a substantial shareholder when they cross the 5% threshold each time- and as many people have said countless times before they do not trade solely and hold the securities themselves as a single entity.
They Buy/ Sell or lend short positions of 'X' number and continue to cross that 5% threshold. Again to clarify these notices are not because they dump 35mil shares on the market for the profit as you said
