Recent price action suggests that shorters are not exactly quaking in their boots. It is getting sold into at every opportunity. If (and it's a big if) they hit production and cost targets then you'll start to see some covering.
Risk of capital raising needs to be completely removed too. Can't rule this out yet.
Some part of that high short interest I think also relates to hedging that Van Eck do around their ETF position.
