There is no reason to hover back and forth between values just either side of 5% except to trigger these notices on purpose.
These notices, issued constantly in this manner, serve to generally create confusion and uncertainty in the market place for a stock ie. "is it gonna go down or up?! I don't know! How do I interpret all this stuff? It's too hard, I'll just wait and see what happens ...."
