I actually thought the shortfall was aimed at retail shares not taken up in the 1:1 allocation so you may get your 100%.
I only had 6,000 shares (purchased (14,000 after the cut-off date) so applied for the 6,000 plus another 10,000 - I am working on getting maybe 4,000 - and maybe that is even too optimistic.
