For the same reason it's been a long slow road to date.
OSL is a pissy little operation with bugger-all resources and an un-proven device in a big world of competing treatments and organisations that market them chasing the same funding.
I mean they couldn't even give the treatment away in the US for the trial which failed to reach its targeted number of participants...
Good to see you've got the Patience to Win because you'll be waiting for a long time. Many others like myself backed this dog (and cheered for it as you're prone to do) for years and got sick of the BS coming from those who are lining their pockets nicely.
