True it does not say what nationality the purchaser is, but with a name Yongquan He from Guangdong Province China (full address on Pg2 of the announcement) I reckon it would be pretty safe to assume that he could be Chinese.
$5 million for a 5.64% stake in a Company that isn't producing anything, and has not to date proven that it even can profitably, even when they said that they would be CF+ last year.
