If you're going to follow then keep in mind that there's a delay of a few days between actually "ceasing" and when the announcement must be made. So by the time the "ceasing" announcement drops they could have already been buying again for a short while. You could do okay here by progressively buying under $10.00 and progressively selling over $10.00.
Trading in and out across the "substantial" threshold suits the institutional trader because there are always some retail investors who will sell when the "ceasing" announcement drops or will buy when the "becoming" is announced. In either case those retail investors are buying or selling at exactly the wrong time and are simply feeding the institutional investor the stocks they need to make their profits.
