Vanguard didn’t sell out. They simply stopped doing index fund mandates for pension funds. All that’s happened is they’ve inspecie transferred the index based holdings from them, to Citi. The underlying owners are pension funds, no actual change in beneficial owners here, merely the investment manager switched since most pension funds don’t do this in house.
