A quick update. My scanner butchered a number, not 73m but 66m. There is also an issue with this single distorting entry in USB data shown below.
Remove it from the 536 rows of tally, and the outcome is 8.5m short i.e. 66-58 = 8.4m short this lines up better with the 9,090,018 USB holding. Nowhere near as short, but still indicates 92% of them are loaned out to be short. Sorry about any confusion, there was a heap of data to manually deal with. You can see the data entry in the appendix of their announcement. It was the only Right of Use entry. If anyone can shed some light on what it means in practice we are all the wiser..
