They haven’t been shorting CHN as far as those notices go. They have been lending their securities to shorters for a fee who in turn have been shorting it. So technically they haven’t been shorting. These are investment banks. They always want money to make money. So they know the intrinsic value of CHN so are not worried to make some side money while waiting for their investment to mature in the long run. It’s a common practice.
