'Insiders' which im assuming you mean Directors/Management/Employees? If that's the case, they're not really allowed to buy mate. (To My understanding only)
There is black-out periods I'm pretty sure? Otherwise what's stopping Directors from Loading up anytime there's news... My Logical would say?
