State Street run a number of index and ETF products, as well as perform custodial services for institutional investors. This means they buy/sell stocks depending on inflows and outflows from their index products, as well as take on in-specie baskets of stocks to create or destroy ETF units. They also administer stock loan programs for their own products as well as for their custody clients, which is when you see stock loan/returns.
The change in substantial notices by them doesn't really mean anything about their views on any stock.
