Then can you say that when these dxxxhxxxs then become "unsubstantial " holders and " kind of leave" a particular stock,eg, CXO, then is it a good time to buy back in to the stocks that were shorted??. Or in other terms diminished ability to short. At some point the shorters whether its SS or people them lent them to will need to buy back in and return the shares.
