They're not a shorter per se, but they do typically lend out stock which others can borrow and short-sell.
That said, they're now a substantial owner, so their interest is very much in the BGA price going UP over time.
Not overly surprising that Norges has interest in Bega, there's not many stocks like this globally still in the public markets.
