What on earth are you talking about? Proper shorting (which these organisations are doing) isn't illegal and is a good way for investors to profit from overvalued companies (which WBT was, and potentially still is).
Also, I wouldn't directly correlate shorting to killing a company. In reality, the share price often doesn't reflect the true value of a share (whether that be positively or negatively).
