    I'm scratching my head about this, but one possible explanation is that Sprott is happy to lend out its shares (for a fee) so that the borrowers can short sell them and Sprott can buy more on the cheap. When Sprott eventually asks for its shares back, there is then a short squeeze and Sprott wins big. Underperformance now and overperformance later?
