is it allowed for these types investment banks to go long and short as well? Do they do it through their multiple smaller subsidiaries? This way retailers stand no chance unless majority of shares are closely held or there is a limit to what % of share float are legally allowed to be shorted. Only other way is to make enough noise like the Reddit guys did to GameStop and AMC?
