State Street is a custodian for ETF, Managed, Super, Pension, Brokers and Market Makers
No custodian (like State Street) Buy, Sell, Borrow nor Lend.... Just like ASX Chess register.
State Street fulfills third-party administrative requirements set out by law.
An easy way to think of it is, if you move homes and change the address on you driving licence, it is like someone saying after reading your licence card, The Motor Authority made you move
Big Time shorters, Private Brokers and Corporate Shorter's DO NOT USE State Street but some of their dealings can show up in State Street Numbers.
If JPM, GS or such ilk wanted to short PLS they wouldn't do it under their own name as it will be illegal. it would be the same as bank robber leaving his mobile number and licence at the bank.
