they couldn't have bought 16% on market. so its not that.
BUT
i think this is the maximum amount of stock available to USA in the IPO
its the full 15% under rule 7.1 which was just refreshed at the EGM
however, ... it doesn't automatically mean TLX is issuing all the 52m shares in the IPO ... so i think.
im guessing the brokers get bids and prices from clients and TLX decide what numbers and price to satisfy UPTO A MAXIMUM OF 52M shares
anyways thats my reading
