any timeframe -> it has not even hit 14% Fib retrace top to bottom
e.g. if this was/is a W4 then retrace arguably is 14-38% (closer to 38 typically) of W3 and still deemed in a downtrend -> it just cleared 14% if you deem the long-drop as W3
