I don't think the share price will drop back to $1.52 just...

I don't think the share price will drop back to $1.52 just because of this very small capital raise from retail holders.
I also think that it's good that it is available to all retail holders regardless of number of shares owned (much easier to administrate etc). Also, I think that by allowing everyone to sign up they will almost certainly reach their goal of $50 million raised, and each share holder will only receive a small amount of additional shares which means they are less likely to just dump their shares immediately after receiving them. As opposed to if someone received the full $30k they might be more tempted to simply buy and dump on market to lock in some profits.
