It means that generally, a company or a fund manager has acquired at least a 5% holding in the company. They can then increase their holding up to 19.9%.
Those acquiring the title of "a substantial holder" can increase or decrease their holding where, if they fall below the 5%, they will have to submit another notice of "ceasing to be a substantial holder". This could and can on occasions occur several times in one month if the holder wants to trim their holding, take profits or following good or bad news.
