Yes, it's the hedge funds borrowing and they will do this for any share about to or in the process of repricing. There is huge volatility in that price discovery process. They are just looking for those peaks and troughs and where possible enforcing or even manufacturing those peaks and troughs.
You see them go long long many times when they have stock available to short, so when they pump and sell their longs, they also have ammunition to short.
