For Total, this was just a piece of paper. The only conclusion is that Total had priorities elsewhere, they are big in West Africa.
For Santos it indicates they want to take this further. How much further we don't know.
You would think that Santos would have walked away if they did not have an indication, that some other partner could be arranged.
They are well aware of MAY's size and stature, and don't have any rabbits or hats.
